Arifin Chairin Noer, commonly known as Arifin C. Noer (born on 10 March 1941 in Cirebon, West Java and died in Jakarta, Indonesia on 28 May 1995) is an Indonesian poet, theater director and highly successful film producer.

Noer studied Civil Administration at the University of Cokroaminoto in Yogyakarta, Central Java and began his theatrical career in the early 1960s as an actor in a study group in Central Java with W.S. Rendra. After finishing his degree in 1967, Noer moved to Jakarta and founded Teater Ketjil (Little Theater), a laboratory where he and other actors could experiment using the workshop model that emphasizing the whole person as introduced by W.S. Rendra, but Noer was focused on cultivating acting skills. According to the Columbia Encyclopedia of Modern Drama, Noer was a prolific playwright and director from the 1970s until his death in 1995, directing all of his original plays including his best-known work, Kapai-Kapai (Moths) in 1970.

Noer's screenplays have won numerous awards, including Pemberang which won the Golden Harvest trophy for Best Dialog at the Film Festival Asia (FFA) in 1972 and Rio Anakku (1973), Melawan Badai (1974), Pengkhianatan G30S/PKI (1984), and Taksi (1990) received Citra awards at the Indonesian Film Festival (FFI) and translations of his plays have appeared in several languages, including English, French, Swedish and Chinese.

In 1972-73, Noer participated in the International Writing Program in Iowa in the U.S.

Noer received the S.E.A. Write Award in 1990 and his most notable poetry works included Selamat Pagi Jajang (1979) and a collection of poetry published after his death, Nyanyian Sepi (1995).

In 1992, his film Bibir Mer (Mer's Lips) was submitted for consideration as the Indonesian entry for the Academy Award for Best Foreign Language Film.

Indonesia is in turmoil. The populace lives in poverty, while the rich flaunt their wealth. President Sukarno (Umar Kayam) is ill and may die. Meanwhile, his political concept of Nasakom (nationalism, religion, and communism) has promoted an explosive growth in the PKI. The party, which staged a coup in 1948, has been attacking and killing people throughout the country. The weakened president is also being manipulated by the party. The PKI has manufactured a story, based on the forged Gilchrist Document, that a Generals' Council is preparing for a coup should Sukarno die. Aidit (Syubah Asa), Syam, and the Communist Party leadership secretly plan to use this as an excuse for their own coup. The rank and file members of the Party accept the leadership's explanation and, with the help of "forward-thinking" soldiers and officers (mostly from the Air Force), work to gather the Party's forces. They plan to kidnap seven generals (said to be members of the Generals' Council), overtake the city, and secure Sukarno. The newly named G30S begins training. The rightist members of the Army are unaware of this upcoming coup, living happily with their families. By the time they realise that something is amiss, it is too late.

After the Japanese occupation, the Indonesian people begun fighting for independence, culminating with the 1 March 1949 general attack on the Dutch-held capital at Yogyakarta, led by Suharto. Amidst this backdrop two families face their own, personal issues. Temon has lost his father and lives with his grandmother. Meanwhile, the nobleman Romo is fighting for the nascent republic, while his wife is concerned about their daughter's relationship with a commoner.

In the Sunan Kuning prostitution district in Semarang, Central Java, several prostitutes and criminals are living in close proximity. They are Lily (Yati Octavia), who wishes to marry and move away from the city; Ijan (Cok Simbara), a pickpocket and Lily's boyfriend, Mbah Genggong (Maruli Sitompul), an old robber who fought in the Indonesian National Revolution until he was betrayed; Yayuk (Ully Artha), who was forced into prostitution to deal with her husband's gambling debts; Mangapul (Roy Marten), an escaped felon who pretends to be rich; and Norma (Dien Novita), who nearly slept with her brother while working. In the district, the children imitate the adults' behaviour and kiss in the streets, men work as pickpockets in the city proper, and corrupt businessmen, politicians, and police officers hire the prostitutes.
