Marudhamalai (Arjun), a police constable, goes to work in the village of Nachiapuram after passing his police exams and getting a merit. Here, he meets 'Encounter' Ekambaram (Vadivelu) who is his senior officer. He is asked to do all sorts of work for him and one day, Marudhamalai loses a convict on the way to the court due to Ekambaran's soft heart. He then is to clean the floors of the inspector's house and there, he falls in love with Nila. Then, later in the market, after Ekambaram is humiliated by a beggar, Marudhamalai sees Maasi, the 'boss' of the city, killing a person who stood for a candidate in the elections. Then the election commissioner comes to the place and he discovers that elections have not been held for 16 years in the city due to Maasi's opposition.

In the city of Chennai traditional rivalry has always existed between the students of Pachaiyappas and Loyola colleges respectively. Karthik (Vineeth) is poor and an orphan, who studies in Pachaiyappa's College, lives in a rented room, travels by the bus, hangs out with a number of friends, and is the Captain of his football team. Romeo lives a privileged life as a celebrity with his widowed mother, in Bangalore, India. He receives considerable assistance and encouragement from Raj Mohan to dance and sing. He meets and is attracted to Madhoo, who is also his fan. His mother meets with Madhoo's grandfather and both arrange their wedding. Shiva (Bharath) enters into St.Peters college, Bangalore and meets Pooja (Renuka Menon), who was born and brought up in the United States and has come to India to stay with her grandparents while completing her college education. Shiva falls in love with her but soon realises that their characters are totally different. Pooja feels alone, like a fish out of water in India and she wants to return to the US.
