L'histoire débute en 1997, quand Horacia Somorostro (Charo Santos-Concio) est libérée de prison après avoir été condamnée pour un crime qu'elle n'a pas commis. In 2010, Sen. Gabriel Alcaraz prepares a privilege speech revealing details of a corruption scam at the highest levels of the government, implicating President Genoviva Obrero.
