On the night of 11 October 1943, the Japanese bomb the Indian city of Madras (now Chennai). The next morning in Triplicane, Rajan, a radio engineer and communications researcher, is found murdered with his own hand gun. His neighbour Chinnaiah Pillai hears the gunshot and makes a complaint to the police. Purushothaman Naidu, a local police inspector, arrives at Rajan's house and starts investigating the murder. In the meantime, Crime Investigation Department (C.I.D.) officer Sivanandam joins Naidu to help the investigation. Naidu suggests that the killer could be a thief who must have killed Rajan for the money found at the crime scene. However, Sivanandam is unconvinced with Naidu's idea because the sum of money present matches the withdrawal entry in the bank passbook found in the same room. Rajan was about leave Madras in anticipation of the bombings.

Matt Kelly (Robert Ryan) is released from jail and skips town in his boat without paying outstanding storage fees. Back in his home town he is hired by his old friend Jim Kimmerly (Brian Keith), the head of the local salmon fishermen who have formed a canning co-operative. The fishermen are battling against an organised gang who are robbing the fishing traps. Matt however, short on cash, joins the raiders, whilst Jim, unaware of his duplicity, keeps covering for him amongst the other fishermen. Furthermore Kelly has his eyes upon Jim’s fiancée, Nicki (Jan Sterling). Kelly's recklessness eventually causes the loss of Kimmerly's fishing boat in a glacier avalanche. He tries to make amends for his misdemeanours in an act of self-sacrifice.

The scene: London's east end. When 12 years old Frankie Palmer (Andrew Ray) loses the sixpence his father has given him to buy a large yellow balloon from a street seller that the boy has set his heart on, he sees that a friend of his, young Ronnie Williams (Stephen Fenemore) has already bought one and Frankie snatches it off him and runs off with it, with Ronnie in hot pursuit. Ronnie chases Frankie into a large, bombed out house and they are running about in the ruins when Ronnie slips and falls thirty feet to his death. Frankie scrambles down to help, but realises that there is nothing he can do. Hiding in the shadows and seeing it all, Len Turner (William Sylvester), a criminal on the run and using the ruins as a hideout from the police, convinces Frankie that the police will arrest the boy and charge him with the murder of his friend for pushing him to his death and that they must both make their getaway. Although Frankie and Len agree it was an accident, Len is adamant that the police will not see it that way and Frankie goes off with him. Len blackmails Frankie into stealing money from his parents (Kenneth More and Kathleen Ryan) to help fund Len’s escape and then uses the boy as a decoy in a pub robbery that goes horribly wrong when Len murders the publican. Realising that Frankie is the only witness to his crime, Len knows he must kill the boy, too.

In Birmingham city, Railway Police Constable Charles Baron (John Horsley) is involved in a confrontation with a man believed to be a local vagrant. The man gets away, but he is soon found out to have been a saboteur, who has left a suitcase full of detonators and bomb-making components at the railway yard. Police realize that the man was attempting to sabotage a trainload of sea mines, destined for the Royal Navy Yard at Portsmouth. The train is stopped as soon as possible in case an explosion is imminent, but a residential area is nearby and the police have to evacuate local residents.
