En l'an 2000, M. Président, chef du Parti Unique Bipartisan, règne en maitre sur l'ensemble de la Terre, après le krach mondial de 1979. L'événement sportif majeur est désormais la course automobile transcontinentale, un jeu de télé-réalité où cinq bolides partis de la côte est des États-Unis doivent rejoindre New Los Angeles, en Californie, en marquant le maximum de points en écrasant des piétons. Chaque voiture est décorée et conduite par un couple pilote-navigateur assorti : le taureau du Midwest par Calamity Jane (Mary Woronov), le lion romain par Néron, la fusée nazie par Matilda. Les concurrents les plus sérieux sont cependant Mitraillette Joe Vitarbo (Sylvester Stallone), et Frankenstein (David Carradine), rescapé multi-greffé des courses précédentes. Celui-ci a justement une nouvelle navigatrice, toutes les autres étant mortes.

Le jeune Hoover Niebold a une passion pour les voitures. In the fictional country Soleil, a brutal police state at war with Frodan, the government sets up a criminal, Hector, who walks into a police trap. Hector is captured alive at the behest of the police chief and is executed live on television after a brief show trial. Bone, who has recently lost his job at a cryogenics facility for not showing the proper respect to authority, meets Helen, a woman forced into prostitution at the government-sanctioned whorehouse.
