In 1893 New York, Mrs. Hannah Bell (May Robson) takes her son Donny to a charitable medical clinic, where she gives a false name and information in order to avoid paying (Hetty Green notoriously tried to do the same thing for her son Edward). However, her friend Kate Farley (Mary Forbes) visits the clinic (which she generously supports) and recognizes Donny. She makes Hannah pay for the boy's treatment.

En pleine époque de la Grande Dépression, Trina se trouve sans foyer et affamée. Elle fait la rencontre de Bill, gentleman habillé en frac et haut de forme. Ce dernier, touché par Trina, l’emmène dans un restaurant de luxe et lui offre le dîner. Mais au moment de payer, Bill ne paye pas la note en faisant un scandale. Trina découvre que Bill est aussi pauvre qu’elle, il fait l’homme-sandwich et porte un costume publicitaire affublé d’un plastron illuminé. Il lui propose de se réfugier chez lui, dans un bidonville. Trina le suit et va découvrir tout un monde vivant en marge de la société. Ils vivent ensemble et décident de se marier. Trina tombe enceinte. Lassé de leur vie miséreuse Bill va tenter de s’en sortir en participant à un cambriolage. Mais celui-ci se termine mal. Le couple va s’échapper dans un wagon de marchandises, espérant avancer vers un monde meilleur.

The gang along with other poor children in the town are given a party with games and great food to eat. In addition, each child would be given a food basket to bring home to their parents. Its given by a wealthy woman whose husband is running for office. Meanwhile a couple criminals have set up two midgets to come to the party as babies. They would steal tons of expensive jewelry and planned on robbing a safe filled with tons of money. Stymie caught the "fidgets" in the safe. The rest of the gang come to Stymie's rescue as the midgets pull a gun. An alarm goes off and the police come and arrest the midgets and all ends well.

Answering the Fire Chief's request for volunteers, the Our Gang kids form their own firefighting squadron, replete with ersatz uniforms, a fire pole, a dog-and-cat-powered alarm, and a jerry-built fire engine that must be seen to be believed. After a few false alarms and delays, the kids are afforded the opportunity to put out a real fire, which they do with the expertise of veteran smoke-eaters.

Cheerful vagrant Stymie tries to get back in the good graces of the gang after stealing their pies. When a mean dogcatcher (Budd Fine) tries to round up Pete the Pup, Stymie comes to the rescue, earning the undying devotion of the kids and the animosity of the dogcatcher, who vengefully bundles Petey off to the pound, intending to consign the poor pooch to the gas chamber. Desperately, Stymie prays for the five dollars necessary to spring Pete, whereupon a five-spot blows out of the hands of a lady shopper and lands at Stymie's feet. After out smarting a cop, with the help of Spanky, that was in pursuit to take it back he and the gang race to the dog pound. Upon arriving the dog catcher says that he already gassed Petey and was dead. Stymie and the gang sulk as another employee of the pound tells them Petey isn't dead. It turns out there wasn't any gas in the cylinders and Petey was just sitting alive in the chamber when opened. It ends with Petey chasing the dog catcher for revenge with the gang following.

It is the first day of school and children are beginning school for the first time. Breezy Brisbane is returning for another year. His mother tells him that he is to study hard in school and that he will be president some day. He answers back that he does not want to be president and wants to be a street car conductor, because "Boy, do they pick up the nickels!". Brisbane then visits the blacksmith who gives him some encouraging words. Brisbane makes a wise remark, angering the blacksmith who tells Brisbane of a kid that got expelled back when he was a child. Brisbane then gets some bright ideas to get himself kicked out of school.
