Naveen D. Padil (born 1969) is an Indian theatre and film actor who has performed in over a thousand plays mostly in Tulu language. Known widely in the circles of Tulu theatre from his acting performances as a "Master of Comedy and Tragedy", he is called "Kusalda Arase" (The King of Happiness). He is known mainly for his portrayal of comical characters. Padil along with Devadas Kapikad and Aravind Bolar formed a famous trio that appeared in Tulu comical stage plays during the 1990s and early 2000s.
In the late-2000s, alongside his theatre career, Padil began his film career, appearing in Tulu films primarily. He has appeared in popular Tulu films such as Oriyardori Asal (2011), Telikeda Bolli (2012) and Chaali Polilu (2014). He also appeared in a supporting role in the 2011 Kannada film, Jarasandha. In 2014, in recognition of his contribution to theatre, he was awarded at the 24th annual Sandesha Awards in the Arts segment.

The first half of the film tells about the three main characters Pandu (Devadas Kapikad), Damu (Naveen D Padil) and Manju (Bhojaraj Vamanjoor). They are best friends from childhood and stay in same neighbourhood. They are naughty and are not interested in studies at all. They are jobless and do not do any work. The trio are called 'Chaali Polilu' by the people in the area.

Krishamurthy alias Kitty (Duniya Vijay) is a gym trainer, who is happy leading life with his mother (Roopa Devi). His aim is to win the Mr India title and Naidu (Rangayana Raghu) is sponsoring him by bearing all his expenses. Don Poojari heads a gang and operates from Dubai, whose men are assassinated by another gang Z. Samantha (Pranitha) comes in between and falls for Kitty. The film is an out and out comedy and is basically about the misunderstanding between a landlord and his tenants on rent. The film is about a Vattara; homes in the same compound. This particular vattara is about three families living in the same compound. Munna(Likith Shetty) is the protagonist and plays the role of the son of the tenant and Priya (Ramya Barna) plays the role of the house-owner’s daughter. The love triangle between Munna and Priya is the central theme of the film. Naveen D Padil has a stellar role as a Bhajane Basappa and Arvind Bolar as a corporator, Kanthappa. Rajesh Bantwal plays the character of a car driver.

Manu, a doctor who lives in the U.S., visits his mother along with his wife and daughter, in the ancestral house after several years. Ajjamma (Manu’s mother) tells Manu that she had promised to perform the Kanchil ceremony if a girl was born to her son, but Manu dismisses it as a “blind belief”. She made the promise as her son and daughter-in-law did not have a child even after more than four years of marriage. Manu said that he would not allow his daughter to participate in the ceremony as he and his wife had deferred having a baby because she was still pursuing her studies for some years after they got married. In many ways, the film is about negotiating between tradition and modernity, and faith and superstition, as well as the omnipresent caste. Manu’s wife suggests that there is no harm in letting the ceremony as it would please the old woman. Manu remained adamant arguing that his daughter was not born because god willed it to happen.
