Manimaran (M. G. Ramachandran), is a doctor living in the country of Neidhal Naadu with his sidekick Azhaga (Nagesh). He helps cure the illness of one of the rebels against the dictator (Manohar) of Neidhal Naadu. The ruler's guards arrest the rebels, along with Manimaran for helping them. Manimaran and the rebels are sold as slaves by the ruler to the nearby island called Kanni Theevu (Tamil for Virgin Islands), ruled by Sengappan. Manimaran leads the slaves, and fights for their rights.

Dharmalingam (M.R. Radha), a rich landlord, is the father of two sons and a daughter. His eldest son has a love marriage with a poor teacher's daughter, Kamala. Dharmalingam disowns them. The son dies and Kamala is left homeless, with a little child. Nathan (MGR), a police officer, gives Kamala shelter in his house and decides to help her fight her case for property. But Kamala is murdered on the way to the court hearing. Fingers point at Dharmalingam and his son Shankar (M.N. Nambhiyar). Shankar and Nathan's sister Uma are in love. Raja (M.G.R), a champion jockey leads a very happy and disciplined life. Raja meets Jeeva (Saroja Devi), the only daughter of a very rich businessman, Bhupathi, and both fall head over heels in love with each other. Raja is an orphan. Ratnapuri is a small kingdom besieged by manifold troubles. The King’s only daughter Ratna (B. Saroja Devi) is kidnapped and the King dies without naming any successors. Marthandan (MGR), a member of the royal family is chosen by the majority of the imperial council, including the ministers and the commander-in-chief, to be the new ruler. However, the Rajaguru (P. S. Veerappa) has a different idea. Unknown to anyone, he has the princess Ratna in his custody in an island. Ratna has grown up completely unaware of her ancestry. Meanwhile, the Rajaguru plans to do get rid of Marthandan and put up his stooge Pingalan (M. N. Nambiar) as the King. He then plans to marry Ratna himself, get rid of Pingalan, and declare himself the ruler. Meanwhile, Veerabagu (K. R. Ramsingh), the loyal bodyguard of the erstwhile King, and his gang of committed people, including his son Bhoopathi and daughter Madana (P. Bhanumathi) are furious at an outsider ascending the throne. Elsewhere in the kingdom, people are far from happy. Shortage of food and unemployment are rampant all around.
