The movie opens up intriguingly at a juvenile prison, where four teenage boys Aravind, Madurai, Pandi and Kuttymani (Kishore, Sree Raam, Pandi, Kuttymani) who land up there on charges of raping their classmate. A brief gloomy segment reveals they torture the inmates of juvenile homes undergo at the hands of the wardens. Meanwhile, we see a police officer (Pondy Ravi) who is the benami of a greedy minister Selvanayagam (Jayaprakash) who has entrusted him with a 100 crore property and the former wants to usurp it. He hatches a plan and picks up the four boys for his own benefit and asks them to kidnap the minister.

The film revolves around a family of four – a young civil engineer Shekar (Raghuvaran), his wife, Chitra (Revathi), and their two young children named Arjun (Tarun) and Anu (Shruti). The movie opens with Chitra giving birth to her third child, but unfortunately the daughter is stillborn. Two years later, Shekar and his family move to a new apartment complex. The family seems to have moved on from their grief due to the stillborn child incident and live happily. After a few altercations with the kids in the colony, Arjun and Anu are accepted by all the kids as their own. The kids are all for pulling pranks and generally causing a clamor around the apartment colony. One such constant joke they play on a mentally retarded ex-watchman (Janakaraj) of the colony, much to the chagrin of his wife. The only tenant they are afraid of is an ex-convict (Prabhu Ganesan) who lives alone in one of the apartments.

J.K. (Cheran), a brooding CB-CID officer, is worried about his missing sister. His senior officer promises him that he can take up his sister's case after he solves another important one, so J.K. agrees. Amputated male arms are packed in cartons and left in public places, possibly as a message to the police. The missing people are identified as Raja Manikam, Moorthy etc., based on identification from their families. By triangulating the coordinates they find a lead in this case. Durai Pandi (Manicka Vinayagam) is a leading textile shop owner who was beaten, insulted in public and handed over to the police after it was found that he had used a peephole to look into the women’s dressing room. He is caught by the victim Suja's family, who are totally shattered by this incident. The inspector in-charge of this case is Isakki Muthu. Later, Durai Pandi's manager accepts the blame for the crime, clearing Durai Pandi's name. Later, Suja's father Dr. Purushothaman (Y. Gee. Mahendra) is arrested on charges of bribery, and then released. A sex affair complaint is lodged against Dr. Purushothaman’s wife (Lakshmy Ramakrishnan) by John Britto. These events shatter the family, and they commit suicide by setting themselves on fire. But Suja is still missing, so J.K. decides to reopen the case.

Cable Raja (Silambarasan) is a cable operator born and raised in a slum area in Chennai. He bemoans his poverty and wishes to become rich by marrying his girlfriend Priya (Jasmin Bhasin). Veluthambi (Vimal), who is driven by the pride of having gained high education, wants nothing less than a government job. Due to compulsion, he finds himself in a village educating the children of people working in the brick kilns. As Velu reaches the village, he is greeted by innocent faces that fear that he would spoil children who are into work. As time passes by, Veluthambi manages to convince the families to send their children to school. He is revered by the villagers as a godsend to lift them out of their miserable lives. In between, in the same village a girl, Madhi (Iniya) falls in love with him but he fails to recognise it. The local bigwig JP (Ponvannan) treats the whole village almost like his bonded labourers. And he is irked by the new-found freedom that the villagers and their children seem to enjoy. He tries to threaten them but fails. Fate comes in the form of a government job for Veluthambi. But he feels the pinch of conscience to leave the children and walk away to a comfortable life. He returns to confess his love for the children and Madhi.
