Ratnapuri is a small kingdom besieged by manifold troubles. The King’s only daughter Ratna (B. Saroja Devi) is kidnapped and the King dies without naming any successors. Marthandan (MGR), a member of the royal family is chosen by the majority of the imperial council, including the ministers and the commander-in-chief, to be the new ruler. However, the Rajaguru (P. S. Veerappa) has a different idea. Unknown to anyone, he has the princess Ratna in his custody in an island. Ratna has grown up completely unaware of her ancestry. Meanwhile, the Rajaguru plans to do get rid of Marthandan and put up his stooge Pingalan (M. N. Nambiar) as the King. He then plans to marry Ratna himself, get rid of Pingalan, and declare himself the ruler. Meanwhile, Veerabagu (K. R. Rajasekhar (Sivaji Ganesan) becomes the guardian to his younger sister Radha (Savitri) after their parents’ death. The brother-sister duo love, care and adore each other and are inseparable. When the factory in which Rajasekhar works is shut down due to a labour problem and he is depressed, Radha gives him ₹1000 which she had earned and saved by making toys. She advises him to use this money as seed capital and commence his own toy business. The dutiful brother follows his sister’s advice, starts a business and in a short time, becomes rich. Anand (Gemini Ganesan) an ex-colleague of Rajasekhar who earlier helped him to get a job in his old factory, is jobless and approaches Rajasekhar for work. Veerapandiya Kattabomman (Sivaji Ganesan), the king of Panchalankurichi, is a brave fighter and a devotee of his family deity, Lord Murugan of Tiruchendur. On receiving the news of a robbery in his territory, Kattabomman and his retinue set out incognito to capture the robbers. When the robbers are captured, they confess that they had been hired by the British to create unrest in Kattabomman's domain. They also tell him that the British had enticed the neighbouring chieftain, Ettappan (V. K. Ramasamy), to help them in their endeavour to annex Panchalankurichi. Ettappan was promised that an additional two villages would be added to his land by the British, as a price for his betrayal. Ettappan, in disguise, goes to Kattabomman's court and tries to frighten him by extolling the omnipotence of the British. In the kingdom of Malarpuri, the queen (P. Kannamba) delivers a male child. Her brother Naganathan (M. N. Nambiar) replaces it with a dead child with help from a maidservant, and informs king Varaguna Pandiyan (Sadasiva Rao) that the newborn is dead. To Naganathan's surprise, the queen gives birth to another boy soon after delivering the first. Minister Gunaseelar arrives by then and the king is informed of the birth of two children, one dead and one alive. Everyone is happy that at least one is alive. Ezhumalai) tries his best to reveal Vajram's intentions, but falls to deaf ears. Greedy Vajram opposes his son Arivumathi (A. Karunanidhi) from wedding Ezhilarasi (T. P. Muthulakshmi) since she is not from a wealthy family.
