Starring Saritha and Srinath in the lead roles, the film also featured Ramakrishna and Ashok in pivotal roles. Saritha received a Filmfare award for her performance.
The film was a remake of Balachander's own Tamil film Thamarai Nenjam. The film had musical score by V. S. Narasimhan and also had Suresh Krissna as an assistant director working under Balachander.

Devu (Rajnikanth), a local thug whose weapon of choice is a bicycle chain he sports casually around the neck. Thaneer Thaneer is a political drama and a universal human story based in a dry rural hamlet near Kovilpatti, in Tamil Nadu state of India. This is a film about administration negligance of suffering villagers, excessive bureaucratic regulation (Red tape), greed, power and powerlessness. When a remote village faces severe water shortages, the inhabitants adopt all possible means to bring their problem to the attention of the authorities. Thenmozhi (Sarita), a worker in a textile factory, resides in a small village with her blind father, a former freedom fighter. She develops a mutual attraction to Ulaganathan (Rajesh), an idealist in the same village who is respected for his integrity and unselfishness.
