Phani (Chiranjeevi) commits thefts just to help the poor. He loves Kodandaramayya’s daughter Manju Latha (Radha). But seeks revenge against Kodandaramayya (Rao Gopala Rao) for killing his father. He also wants his sister Malathi to get married to Rajesh, son of Anjaneyulu. But he needs Rs.50,000 for dowry. At the same time Vishwanatham, an income tax officer, also wants to perform his sister Rekha’s marriage with Rajesh. But,Phani succeeds with the help of the police in liquidating the gang of Kodandaramayya and has his revenge. He also succeeds in arranging enough money to perform his sister’s marriage with Rajesh.

Ravi (Chiranjeevi) is the son of a sincere Police officer (Satyanarayana). Ravi accidentally hurts his neighbour's eyes and become responsible for his blindness. Fearing that his father would scold him, he runs away from home and is brought up by a don in Calcutta, who names him Kalidas. The don dies in an encounter and Kali is asked to leave the world of crime and become a good citizen. Kalidas changes his name to Raja and while traveling in a train saves his father, later realising their relationship. Because of his criminal background he does not reveal that he is his son. Satyanarayana takes him to his house and introduces Raja to his family members. His father is to face the local goons headed by Rao Gopala Rao. In the mean time he meets Radha and came to realise that she is the daughter of the person who became blind because of him. Raja helps her in having her father's eyesight returned and wins her heart.

The movie starts with a panchayati scene under a tree in a village where RGR,the village head, judges a dispute between Mukkamala and a Rowdy.Mukkamala, a resident of the village, leaves it in some unknowncircumstances and returns to the village after 15 years. He learns that hisproperty (house) was owned illegally by a Rowdy and he is not willing togive the proprty back to Mukkamala. And hence the Panchayati.As usual, RGR (the Villain) supports the Rowdy and does injustice toMukkamala. Having no enough power to face the Rowdy or the village head, heagain leaves the village.

Raja (Chiranjeevi) goes to town for higher studies with the donation of people living in a tribal village. He returns to his village after the studies. He then finds the sufferings of his people and how they are cheated by local heads (Rao Gopal Rao and Mohanbabu). He then fills confidence in his men and tells them that they should face these illegal in the court of law. But this duo makes the villagers fools and Raja's attempts goes in vain. Few villagers get hurt by this act suicide as they have no other option and the blame is on Raja as he has forced them. Sametime Raja is selected for IAS but he rejects it and decides to fight against the villains and changes to a Robinhood avatar and names himself as Kondaveti Donga. He punishes the illegal and stands by the villagers thus all his folk starts admiring him. Trouble starts when the villains start doing mischief in the name of him. Vijayasanthi is an inspector comes to his place to catch hold of him. Radha her sister, working as a doctor knows his true identity and starts loving him. How this kondaveti donga punished the fraud people or is he caught by the police or what happens to him forms the rest of the story. There is also a dance routine with a Michael Jackson impersonator singing "Girly Man".

Bose (Chiranjeevi) is a very patriotic man who fights for the rights of the local market workers against Aatma (Sharat Saxena), the nearby underworld don. Seeing his dedication for helping the working poor, the Chief Minister (Gummadi Venkateswara Rao) asks him to enter politics. As a politician, he takes charge of a special branch of commandos and destroys Aatma's illegal operations. In retaliation Aatma has Bose's sister falsely implicated in a prostitution case, after which she commits suicide on the court steps. Bose resigns from his position and takes revenge on Aatma. Finally, he returns to his old life at the market.

Chiranjeevi(Kalyan) is a ruthless rowdy and do gooder. Vijayashanti (Rekha) is the loving daughter of arrogant businesswoman Vanisri (Chamundeswari). Kalyan one day ruins the engagement of Rekha's friend. Rekha later on falls in love with Kalyan as he does the same. Meanwhile her mother Chamundeswari who's an arrogant lady and thug rejects Kalyan's sister love with her son. Later Kalyan come to know Rekha is Chamundeswari daughter and decides to marry her.
