Kishan, is a hardened criminal who returns home after completing 14 years imprisonment for murder. Kishan had killed a man in his childhood, when the latter tried to molest his mother. Vijay (Rajesh Khanna) is a very proud rich man who thinks money can buy anything. He harbors love for Asha and tries to win her but she rejects him for his arrogance. He gets angry as well as disappointed when Asha marries an account clerk instead. Soon after he is involved in car accident in which he loses his eyesight completely, and the doctor thinks Vijay will need a new pair of eyes. Vijay orders for eyes, but it isn't as simple as Vijay thought, the doctor explains to him that it's difficult to find an eye donor. That is when Vijay realizes that money cannot buy everything in life. Then he starts believing in God and starts chanting prayers. Only a few days after, he finds a donor and his eyes are operated upon. Now Vijay can see and he also has realized that money is indeed very useless in certain circumstances. Police Inspector Jai (Govinda) lives a middle-class life with his mother (Aruna Irani) and physically and mentally challenged brother Sunder (Govinda in double role). One day he arrests a man named Pandey, and after questioning him, finds out that the person behind this crime was a man named Guman Singh (Raza Murad). He gets on the trail of Guman Singh, arrests him, and keeps him in a cell. Then a series of explosions creat havoc in the city, with the assailants demanding the unconditional release of Guman. With the police having no clue as to the assailants whereabouts or where they are going to strike next, they release Guman. They threaten Jai with dire consequences, forcing Jai to resign from his job. Hoping that he and his family are safe, Jai starts to re-build his life, along with his sweetheart, Sharmila (Divya Bharti). Then tragedy strikes, his mother is killed in an accident, and his brother is abducted by Jagtap Singh (Kiran Kumar) and Guman, who demand that he return a bag containing their valuables.
