Nageshwar alias "Don" heads a vast criminal empire. He has an only son, (Ajay Devgn), who is completely familiar with his dad and his business. So is Ajay's wife, who would like to put an end to all these criminal activities. When Nageshwar starts showing signs of ageing, he decides that it is now time for Ajay to take over from him. Ajay does so, however, a number of Nageshwar's associates are unhappy, embittered, and critical of this choice, and as a result they, under the leadership of Shankar Dhanraj kidnap Ajay's son, Gopal, and hold him for ransom. Will Nageshwar negotiate his grandson's release, or will his grandson be another sacrifice of his "empire"? How will Ajay and his wife react to this?

The film revolves around a gangster named Mustafa (Patekar) who is a contract killer and can go any limit to please his superiors and offers 5 times Namaz. He was adopted by a powerful don Shanta Prasad (Rawal) when he was a child. He calls Shanta as Abba (an Urdu term for father). Abba taught him the crime tactics and made Mustafa his weapon for his illicit crimes. Mustafa's only aide is Sudama, his childhood best friend. Abba shares enmity with the Verma brothers Mahesh, Rohan and Bipin (Pradhan, Joshi and Bahl) which the trio wants to kill Abba. Meanwhile, a dancer Kavita (Tandon) who works in Verma's dance club. Mustafa falls for her which heats up enmity of Vermas and Mustafa. Kavita meets Mustafa and he tells his life's history to which Kavita develops a soft core for Mustafa. He marries her and love blossoms. But this happiness does not last long as Kavita gets killed in a car blast (a plan hatched by Vermas to kill Abba instead). Her death made Mustafa realise his mistakes and wants to end up giving up crime. He kills Mahesh's son by planting a bomb on his forehead. He goes to Dixit's house where he is disliked by them but his heart warming nature wins the Dixit's family's heart. Abba is happy that Mustafa is recovering from his trauma and helps Vikram (Joshi) for his education and job, bails out Dayanand Dixit (Satam) by false crimes and helps Vidya to marry Arun (Behl). Meanwhile Bipin's lustful eyes falls on Vidya. During elections Mustafa involves in a brawl where he kills Mahesh and his Rohan in a bomb blast and helps the politician Imtiaz to win. Mustafa now wants to surrender himself to police and refuses to work for Imtiaz and Abba anymore. Imtiaz orders Abba to kill Mustafa in fear that in future he will confess the crimes of Imtiaz and Abba. In the wedding night, Bipin enters the house and tries to rape Vidya but Mustafa slits him brutally with a mirror piece. Police arrives and Mustafa is about to surrender but before he wants to marriage ceremony to be complete. Abba arrives and offers Mustafa to continue his work again but he refuses. Mustafa offers Namaz for thanking Allah. Helpless, Abba has no other option but to obey the orders of Imtiyaz and finally orders his men to shoot Mustafa and kills him. A hearbroken yet angered Sudama then kills Abba.

Police Academy trainer, Pandey, has been assigned to train some new recruits who are likely candidates in senior positions of India's Police Force. Riots and violence cause deaths and destruction in Mumbai city but the Chief Minister Balraj Chauhan (Amrish Puri) because of some political motive, does not take any preventive step. TV reporter Shivaji Rao (Anil Kapoor) in a telly interview of Chauhan publicly brings to light the CM's disregard towards the elimination of the recent violence and his total failure as a CM working for the growth and development of the state. Chauhan, just to stick up for his political image, says to Rao snapping his fingers, "Sirf ek din... sirf ek din ke liye CM bannke dikhaao", (Become the CM just for a day), something that later became a popular and theoretical political concept in India where edification in political and social arena is a crying need. Rao accepts Chauhan's challenge and emerges as an efficient CM wiping out various socio-economic problems of the state and dismissing the corrupt government employees. Rao's beloved is played by Rani Mukherjee.

The story is based in Kashmir. It starts with a sad Radhika (Sonali Bendre) being introduced to an Army Major (Parmeet Sethi) by her father, Raja Saab (Shakti Kapoor) an erstwhile king and current politician. Raja Saab tells her that the Major will be a good husband for her. On the day of the engagement, news breaks of a terrorist attack in a nearby village led by the terrorist, Shaka (Ajay Devgan). The Major and Raja Saab leave with a large force to that village. But that turns out to be a ruse as Shaka comes to the place of the engagement and burns the marriage Mandap. Then he gives a long look to Radhika, who looks at him with hatred, and leaves. Shaka reaches his lair where he meets his leader, Dara (Amrish Puri) and Shabnam (Madhoo) and the rest of his gang. Dara welcomes him and proclaims him to be Diljale. Shabnam, who loves him, tries to hug him but Shaka rebuffs it.
