King Vikram Singh (Amjad Khan) rules over a tiny state in India, called Vikramgarh. His sons are the royal twin-brothers Harshvardhan and Govardhan (double role by Jackie Shroff). Harshvardhan is the smarter one of them, hence he is regarded to become the future King of Vikramgarh. The Diwan Thakur Karan Singh (Kader Khan) is his loyal friend who stays at the prince's side all the time to train him for his future duties. Govardhan can have all the liberty he wants, while Harshvardhan has to face his duties and hence cannot enjoy the same freedom. Narang is an accomplished and wealthy industrialist who lives with his daughter, Neena, in a palatial home. His daughter is now of marriageable age, and he would like her to marry his associate's, Bhisham, son, Vicky. But Neena is in love with a much poorer man named Jaikishan alias Jaggu. When Neena informs her father that she would like to marry Jaggu, he summons Jaggu's mom, Shanti, and instantly recognizes her from his questionable past. He belittles her, humiliates her and asks her to leave his house. When Jaggu finds out he goes to meet Narang, and asks him to change his decision, but he too gets insulted, and is asked to leave, never to see nor speak to Neena again. Jaggu promises him that he will return within one year and by that time he will be even more wealthy than Narang. Jaggu befriends a homeless man named Vishal and together they set forth to meet Jaggu's deadline. Things are going pretty well for Jaggu, as he has been able to get a sizable loan from a bank, and has started his own construction business. This success has got him enemies, and one day someone places a bomb in his car. Jaggu survives, but is critically wounded and in need of blood. His blood group is the same as that of Vishal - but Vishal refuses to give any blood to save Jaggu. Shanti is shocked and appalled at this, and sets forth to find out why her son's closest friend refuses to help him in this dire time of need.

Three men are on death row. Jaggu (Jackie Shroff), a lawyer and a poet, is serving a sentence for murdering his wife because she was cheating on him with another man. Nagya (Nagesh Kukunoor), a man angry with the whole world, is arrested for murdering his wife too, but he claims that it was an accident where she falls off the sidewalk while they were in the middle of a heated argument. Ishaan (Naseeruddin Shah), a happy-go-lucky man, is also arrested for murder that he commits while in the act of robbery. The prison's custodian is Mohan (Gulshan Grover), who attempts several methods to reform the prison's inmates. A documentary filmmaker, Chandrika (Juhi Chawla) comes to the jail to set a film about these three men. In the process, she finds redemption to her troubled marriage.

The story starts off with Pasha (Amrish Puri) being taken to prison. To get out of the situation, he writes to his best man, Jackie (Jackie Shroff). Jackie goes to Shrikanth Mathur (Shammi Kapoor) and warns him. He then kidnaps Shrikanth's daughter Radha (Meenakshi Sheshadri). He tells her that he is a police officer and they fall in love; however, she finds out that he is a goon. Nevertheless, she does not leave him but urges him to surrender. Transformed by true love, Jackie surrenders himself to the police and is imprisoned for two years.
