In the late 1990s, Durval (Ary França) is a middle-aged man who owns a record store in the first floor of his overbearing mother's house (Etty Fraser). A typical hippie, Durval refuses to sell CDs despite the decline in customers. He notices his mother is not giving as much attention to cooking and house chores as she once did and suggests they hire a maid, a task which is tricky since they are only willing to pay 100 reais. A young woman (Letícia Sabatella) finally appears willing to take on the job, but disappears after one day. They soon discover that she left a little girl called Kiki and note asking them to take care of her for a couple of days. The people of Linha Cristal, a fictitious village of Italo Brazilian descendants in Serra Gaúcha, gather to discuss the construction of a septic tank for sewage treatment. They form a commission which is responsible in ordering the budget to the town hall. The secretary of the mayor recognizes the need of the tank, but informs that there is no budget available. There is, however, R$ 10,000 available for the production of a film. This money was sent by the federal government and will be sent back if not used soon. The people of Linha Cristal have the idea of using the money to make a low budget documentary about the construction of the tank, but the film has to be fictitious. Mateo Melgarejo (played by Mario Moreno "Cantinflas") is a notary public and scribe for the illiterate people of Santo Domingo, a neighborhood north of Mexico City's Zócalo. A squatter friend asks for his help in negotiating with the land census bureau to regularize a land title. After a great deal of frustration with the government bureaucracy, he writes a letter to the cabinet minister, earning an audience with him. The minister hires Melgarejo to reform the bureau, and the appointee proceeds to lecture the officials on their duties in a democratic society.
