Loha, is a story of Shankar (Dharmendra) the protagonist, a well-meaning but disgraced cop, determined to fight a corrupt system, taking to task miscreants and criminals in his city. The movie begins with an aspiring underworld don, Lukkabhai (Mohan Joshi) ousts his erstwhile mentor Tandyabhai (Deepak Shirke) to emerge as the reigning champion of a crime infested world. Pitamber Kohli lives an upper middle class existence with his wife, & two brothers, Yeshwant and Pratap. The trio get in the bad books of an underworld don named Swami, who soon they launches a vendetta against them. As a result, Pitamber is killed, and both Yeshwant and Pratap swear to avenge his death. Pratap joins the police force, and steps up his efforts to nab Swami at any cost, to no avail, and he ends up getting suspended from his duties. Ajay Sharma (Dharmendra), is a Police Inspector of notable wealth. He is happily married to Asha (Rekha) with two children. Many a times he goes out of his work area to destructively capture dangerous criminals and inadvertently falls under disciplinary warning with his concerned superiors. After repeated warnings he is discharged from the Police force. He decides to go back to his boyhood town by joining his father (Madan Puri) in the family business. They are living happily. However a notable Criminal going by the name of Rocky (Shakti Kapoor) and his uncle (Pinchoo Kapoor) trace Ajay to his home town and decide to set up a casino. Sultan (Sunny Deol) is the only son of Razoulli Al-Jabber Al-Nasser (Amrish Puri) and lives a comfortable life. Sultan has been taught all the skills needed for a warrior to defend himself and his tribe. Sultan learns that Khalid's son, Samir (Karan Kapoor), and his fiancée, Zarina (Juhi Chawla), are to arrive, and he decides to abduct them, though in vain. Khalid comes to know about this and decides to kill Sultan. What Khalid does not know is Sultan is none other than his son, who was abducted at a young age and left with Razoulli. But now it seems that the duel between father and son will only end when one is killed by the other.
