Akkineni Nagarjuna is a graduate in law. He and Juhi Chawla are both in love with each other. She one day leaves out of town for a while and comes back to see Nagarjuna as a thug named Vicky Dada (his titular role). Nagarjuna turned into a criminal because of the corruption in court. He is after the villains (led by Kannada Prabhakar). How he stops them and helps the poor forms the rest of the story.

Vijay (Nagarjuna), an unemployed guy suffering with family problems, Rani Malini alias Arunabai (Jaya Sudha) a kothi dancer appoints him as a spy against Naga Raja Varma (Rao Gopala Rao) a Zamindar of an estate. The young village girl Chitti (Divya Bharti) is a bubbly and fun-loving childwoman. She's enjoying life with her young group of friends consisting of three younger boys. One day, while playing one of her pranks, an old man curses her. On top of that, she witnesses a pregnant woman falling at night and suffering immense pain before ultimately dying. This incident causes Chitti's fear of pregnancy. However, the young man Mohan Babu visits the village and befriends Chitti. Soon after that, her parents arrange the marriage between Chitti and Mohan Babu. Both are more than happy with this arrangement. After the wedding, however, Chitti doesn't want to consummate the marriage out of fear of pregnancy. Mohan Babu is unhappy about it and soon gets attracted to a young doctor (Pooja Bedi). Dreaming of spending nights with her, Mohan Babu gets drunk and soon after goes home and rapes Chittui. The next morning, upon getting sober, Mohan Babu tries to comfort the outraged Chitti while the latter tries to leave for her home village to go back to her parents. Mohan Babu tries to win her back but fails time after time. Soon Chitti has to realise that she got pregnant that night while her doctor turns out to be the woman her husband got crazy for.

Raja (Chiranjeevi) goes to town for higher studies with the donation of people living in a tribal village. He returns to his village after the studies. He then finds the sufferings of his people and how they are cheated by local heads (Rao Gopal Rao and Mohanbabu). He then fills confidence in his men and tells them that they should face these illegal in the court of law. But this duo makes the villagers fools and Raja's attempts goes in vain. Few villagers get hurt by this act suicide as they have no other option and the blame is on Raja as he has forced them. Sametime Raja is selected for IAS but he rejects it and decides to fight against the villains and changes to a Robinhood avatar and names himself as Kondaveti Donga. He punishes the illegal and stands by the villagers thus all his folk starts admiring him. Trouble starts when the villains start doing mischief in the name of him. Vijayasanthi is an inspector comes to his place to catch hold of him. Radha her sister, working as a doctor knows his true identity and starts loving him. How this kondaveti donga punished the fraud people or is he caught by the police or what happens to him forms the rest of the story. There is also a dance routine with a Michael Jackson impersonator singing "Girly Man".

The rivalry between two families splits a village 'Seetaramapuram' into Seetapuram and Ramapuram. Seetapuram head Bhusayya (Nambiar) and Ramapuram head Bhadrayya (Kaikala Satyanarayana).
