Do-gooder Deepak Rai (Sanjay Kapoor) comes across a stolen purse that contains education certificates belonging to a woman named Aarti. He mails them to her and they start a correspondence. The Central Bureau of Investigations Chief briefs his men that a group of terrorists are about to strike terror in India, and he points out the options they have for combating them. They go over the list of operatives they have, and decide to pick Agent Miss 420 (Sheeba Akashdeep) for this job, which she accepts. Before she can even begin her investigations, she is killed in her car with an explosive device. A news-reporter, Arvind (Aashif Sheikh), comes across come damning evidence against a underworld gangster by the name of Diwan Kapoor (Mohan Joshi) alias DK. But before he could even tender this evidence to relevant authorities, he is abducted by DK's men, then imprisoned and tortured. Arvind's sister, Anamika (also played by Sheeba), and her boyfriend, Vicky (Baba Sehgal), go to look for Arvind. What Vicky does not know is that Anamika is not who she claims to be, she is Miss 420, and that they are entering a web of lies and deceit, from which few have returned alive.

De son côté, Shankar prend progressivement conscience de l'inhumanité de son protecteur et des violences qu'il fait subir à la jeune femme qu'il a involontairement contribué à piéger et pour laquelle il se prend d'affection.

Police Inspector Ram Yadav (Akshay Kumar) is an honest, handsome, and incorruptible young man. He lives with his sister-in-law, Shakuntala (Shashi Sharma), and elder brother, Raj (Anil Dhawan). A lovely yet petty thief, Pooja (Sonali Bendre) admires Ram so much that she moves in to his house in the guise of a maid-servant, and eventually claims that she is to bear his child. Appa Rao is enraged at Ram, and watches and waits for an opportunity to strike back at him. Janardan (Mohnish Behl), Appa Rao's spoiled and wayward son, initially attempts to pick up a college girl. When she refuses and humiliates him publicly, he retaliates by setting her on fire in broad daylight, in front of several college students. No one is bold enough to stop Janardan, nor even attempt to save the girl. When Ram finds out, he immediately arrests Janardan and holds him in custody. This enrages Appa Rao even more, and he schemes against Ram, a plot so devilish that will turn Ram's ordered life, his faith in the justice, and law of the country, upside down.

Kailash Nath is the manager of a bank who lives a comfortable lifestyle with his wife, Savitri, and son, Kishan. He is friendly with the Bank Watchman, Shankar Dayal Khurana, so much so that he arranges the engagement of Kishan with Shankar's daughter, Sanam. Shortly after the engagement, the bank is robbed. Kailash becomes a suspect, is arrested, charged, and sentenced to 12 years in prison. After he completes his sentence he returns home to find that Savitri and Kishan are not traceable. He also finds out that he was framed for the bank robbery by none other than Shankar, who is now the Mayor of this town. In the meantime, Kishan, now grown up, goes to take Sanam home with him as his bride. When she refuses to do so, he forcibly takes her. Kishan is not aware that Sanam is to be married to Pradeep, the only son of millionaire Lalla. Sanam intends to publicly humiliate Kishan and Savitri prior to her marriage with Pradeep due to their poverty.
