Tito (Arshad Warsi) and Tony (Rajpal Yadav) are two conmen who run into and fall in love with two sisters, Payal (Anita) and Gehna (Tusha). The girls have run away from their home and uncle, Vikramaditya (Govind Namdeo). Meanwhile, small-time don Jagat Dada (also played by Govind Namdeo) enlists the help of Tito-Tony to steal a treasure map from a police station. Tito-Tony accomplish the task but, instead of giving Jagat the real map, they hand him a fake copy forged by Mamu (Razak Khan), So, while Jagat and his men so in a futile search for the treasure, Tito-Tony go after the real one, which is in Vikramaditya's house. Soon, Jagat realizes that he has been conned, and also becomes aware that he looks like Vikramaditya. Since Vikramaditya is away from home, Jagat Dada goes into his house pretending to be Vikramaditya. The chase for the fortune begins in earnest and after the mandatory mix-ups; the police come and arrest Jagat Dada and his men.

Madhur Chaudhary (played by Mohnish Bahl) moves out of his rural home leaving his father alone after various disputes they have. Madhur re-locates to Delhi along with his wife, Komal, and daughter, Ria (played by Yuvika Chaudhary). Sixteen years later, Ria is now in college, while Madhur is an Investigator with Human Rights Department. He is asked to investigate a case in his village of alleged suicide of a couple, Veer and Surili. The locals, including the fathers of the couple, Daulat Singh and Sukhiram respectively, admit that the couple had killed themselves. After going in depth in his investigation Madhur finds out that the deaths are one of many that have taken place in a region that is still bound by Khap Panchayat. It dictates that couples cannot marry distant relatives nor can they have an inter-caste/inter-religious marriage. As he delves further into this issue, he ends up being attacked, is hospitalized and then subsequently dies. Komal and Ria move in with Madhur's father Omkar Singh Chaudhary (played by Om Puri) and eventually settle down in the village.

The film is set in Colonial India in the early 1940s. The plot begins with an arrogant subedar (Naseeruddin Shah) (local tax collector in colonial India) and his henchmen rampaging through a village. The subedar has an eye for women and soon spots Sonbai (Smita Patil) on the riverbank. Sonbai is an intelligent, beautiful and strong woman. Her confidence intrigues the subedar.

The film opens as Jai Singh Adenwaala (Naseeruddin Shah) gets into an accident due to drunk driving but is saved from death by Subhash Sharma (Paresh Rawal). As Jai Singh is seriously drunk, Subhash hails a taxi and decides to drop him home. Once at the Adenwaala Bunglow, Jai Singh invites Subhash inside to thank him. He introduces him to his wife, Malika (Neha Dhupia) a glamorous but shady young lady and his lawyer and friend, AD Merchant (Boman Irani). He then ends up hiring Subhash as his chauffeur, much to the chagrin of Malika. Merchant also develops a dislike for him . Malika tries her best to get Subhash out of the house but Subhash's cleverness and quick wit saves him every time.
