The two brothers Kalicharan & Narshima cause havoc all over the city. The police calls in Karan Singh as the most effective police man to fight against them.His sister was married to a journalist.He encounters a murder of the minister by Kalicharan and decides to print their photos in the newspaper.But before he can do that he is killed along with his wife. Dipa is an eye-witness to this murder. But he soon plans and makes Dipa the key suspect in an attempt-to-murder case of the home minister. Karan Singh in the meanwhile trains Dipa to fight back the goons. She manages to get the files containing the proof of innocence. Kalicharan is arrested and taken to court. Narshima makes a number of attempts to free his brother. A severe struggle ensues and Narshima and Kalicharan get death sentences.

In this convoluted plot, Diwan (Amrish Puri) , Dr. Kalidas (Kader Khan) and another secret person run a crime syndicate. They take insurance policies with fake identities and then fake their own deaths and claim insurance. Prem Krishan, a crime reporter, unearths this nefarious plan but is killed by Diwan. Prem Krishan's step brother Kailash is implicated in Prem Krishan's murder. Anand (Mithun Chakraborthy) is in search of his sister who married her lover without informing him, and has gone missing thereafter. When Anand finally finds her, she is in a mental asylum, her husband is reported dead and Anand's friend Prakash (Raj Babbar) finds evidence which proves that Kailash (Raaj Kumar) is again responsible for her husband's murder. As if his troubles are not enough, Kailash's step sister and Anand's girl friend (Dimple Kapadia) also has a low opinion of Kailash. Chased by cops and Anand, Kailash fakes his own death, but returns to town with a fake identity. After a series of badly scripted events, Kailash proves his innocence, Prakash turns out to be the secret third villain (who cheated Anand's sister) and all the bad guys are caught by police. Poor Anand does not get to protect his sister from villains, but no problem, the police inspector Saxena saves her.

India is plagued with kidnappings of young children from wealthy backgrounds with their abductors demanding huge ransoms or brutally killing their victims. After the retirement of Police Commissioner Hamza Sheikh, DSP Ali Haider Jaffri takes over. Shortly after this, he displays his abilities when he successfully apprehends a gang of bank robbers - albeit by jeopardizing the life of a bank customer. Then the son of the Continental Bank Chairman, Srivastav, is abducted and held for ransom. Ali comes to know about this, intervenes, but is unable to save the child, resulting in considerable criticism of mishandling this incident. Then Ali's very own world is turned upside down when his daughter, Shagufta, who is to marry Naseerudin, the son of the Home Minister, Syed Noorudin Ahmed, is abducted along with Naseerudin.
