Heer Ranjha is the first Punjabi feature film directed by A.R. Kardar, starring Anwari Begum and Rafiq Ghaznavi in title roles. It was first named as Hoor Punjab but then Kardar changed its name to Heer Ranjha. Rafiq Ghaznavi composed the music for the film.

Poornima (Naaz), a young orphan girl stays with her Aunt Shankri in a village called Neecha Nagar, at the foothills of Pawan Ghat. Her grandfather, Chacha Sagar (Bipin Gupta), whom she rarely meets, lives a lonely existence atop the hill in a cottage. Shankri is a greedy conniving woman, and instead of having to take care of Poonima, she leaves her with her grandfather. Here Poornima meets a young goatherd, Jaggu (Romi), who brings his goats for grazing every day and returns to his blind mother (Pratima Devi) in Neecha Nagar at sunset. Jaggu and Poornima become friends and develop a close bond. Shankri enters Poornima's life again, as she intends to put her in service so she can earn money. In spite of her grandfather objecting, Shankri puts Poornima to work in Seth Girja Shankar's (Ulhas) house in the city.

Nawab Sahib (Badri Prasad) lives with his wife, the Begum (Pratima Devi) and their young daughter Suraiya (Munawwar Sultana). While attending a function at an orphanage, he becomes impressed by a student, Iqbal (Nusrat) and brings him home. After some initial friction Suraiya and the boy become friends. Kamini (Peace Kanwal) and Asha (Shyama) are two sisters living with their wealthy father, Seth Hirachand (Diwan Sharar). Mohan (Talat Mehmood), is striving to become a musician, but is hindered by his father who is a petition-writer. Mohan leaves home and meets up with Kamini and her father. Seth Hirachand helps Mohan to make a name for himself as a music director. Kamini and Mohan fall in love, but Asha lets Kamini know that she loves Mohan. Having spoilt Asha, as an older sister Kamini gets Asha and Mohan married. However things don't work out between the two. Asha is disturbed by Mohan's music and finds it boring. She finds out about Kamini and Mohan's affair and consumed with rage a pregnant Asha runs after Mohan but trips down the stairs. Badly injured, she gives birth and dies handing the baby to Kamini. After a few years, Kamini and Mohan are brought together by Mohan's son, who insists on calling Kamini, mother.

The story revolves around Sheikh who has lots of properties, and recovering taxes and dues on them. He lives in a palatial house with his wife, Zubeda, and son, Ahmad.
