A crew of heroes is determined to save the lost arts of hip hop: break dancing, graffiti, MCing, and DJing from total extinction. The lost arts are being oppressed throughout inner-space by lord Ook and his evil minions the Chinheads. DJ and dentist The Dental Commander, graffiti artist Honey Drips, robotic MC Rubbish, and breakdancer Grandpa have a series of adventures, synchronized to the music. Armed with the ancient relic known as the Wave Twister (a small turntable/wristwatch, the only weapon powerful enough to defeat the enemies), they travel to the far ends of inner-space for a final confrontation with the sinister army of oppressors. A teenage girl of Hispanic heritage named Cynthia Gimenez lives in a cramped Manhattan apartment on the edge of Spanish Harlem. Her mother and grandmother speak minimal English. Her older sister is an unwed mother living on welfare. Her older brother is a drug-dealing junkie. In the course of the film, Cynthia faces chaos and betrayal. One of her friends is deliberately murdered, while another of her loved ones is accidentally shot. She runs from the police at one point, and to them at another. But through it all, Cynthia has a secret friend: Anne Frank.

The title of the film it is derived from hip-hop terminology for an individual who is pursuing a lucrative goal or career, where paper money would be the reward for great effort. Director Maxie Collier and his crew traveled the United States in pursuit of musical paper chasers - music, art and fashion entrepreneurs both famous and unknown - and were lucky enough to chart the rise of hip hop superstar Ludacris. Two girls are driving to Daytona when their car breaks down. Rather than sit in an old broken down truck in the middle of nowhere while they wait for their friends to come pick them up, they decide to go with J (Violent J), a clown, who invites them to his bed and breakfast. However, J's ulterior motives are revealed when his retarded hunchback brother, Shaggy (Shaggy 2 Dope), decapitates one of the girls. The girl's friends head to pick them up, and each are murdered by the clowns.
Upon being released from prison, Ricky (Ashley Walters) is collected by Wisdom, an eccentric and naive friend who is desperate to establish himself within their neighbourhood. Immediately after arriving back, Wisdom accidentally breaks a wing mirror off a car belonging to a local gang member. The following confrontation leads Ricky pulling away Wisdom in an attempt to keep peace. Wisdom later returns a gun to Ricky, who stores it within his bedroom, which is shared with his younger brother Curtis who finds the weapon and hides it away for his brother himself.
