Best friends Joe Bill "Rack" Racklin (Toby Keith) and Lonnie Freeman (Rodney Carrington) are deputy sheriffs in the small town of Mangum, Oklahoma that enjoy pig hunting and drinking at the local bar the Thirsty Monkey. After his girlfriend Cammie (Gina Gershon) leaves him, Rack finds out that his old flame Annie Streets (Claire Forlani) has returned home from Chicago to care for her sick mother. Rack, Lonnie, and their friend and fellow deputy Skunk Tarver (Ted Nugent) arrest three local criminals and a Mexican drug lord Tito Garza (Greg Serano) for stealing fertilizer that is intended to make methamphetamine. Garza is scheduled to be turned over to the FBI for federal charges when Annie mysteriously disappears, after a date and one night stand with Rack, who discovers that Annie has been kidnapped by Tito's older brother Manuel Garza (Carlos Sanz), who runs a large Mexican drug cartel. Manuel demands his brother be returned to him in Santa Luna, Mexico or he will kill Annie. Despite being taken off the case Rack, Lonnie, and Skunk take Tito to Mexico. Along the way they are helped by a group of circus entertainers led by Charlie (Willie Nelson), who gives them a jug of homemade whiskey known as "circus jolly". Once in Mexico they engage in a gunfight with Garza's men and it's revealed that Annie's rich and powerful stepfather Buck Baker (Barry Corbin) is Garza's partner and his United Farm Enterprises is the base for the largest methamphetamine operation in Oklahoma. Baker reveals that the local district attorney is corrupt and that he has been giving Annie's mother "goofy juice" to make her appear to have Alzheimer's disease. Rack, with the help of an undercover FBI agent, kills Buck and rescues Annie. Rack, Lonnie, and Skunk turn Manuel and Tito over to the FBI in Oklahoma City and return to Mangum where they are cheered by the local crows at the Thirsty Monkey and berated by Sheriff Landry for disobeying orders but does not arrest them and everyone toasts "whiskey for my men, beer for my horses".

The movie begins by showing how the Mexican president's doctor is kidnapped and finally murdered. The reason given is for his opposing political party trying to embarrass him. Mitch Cobb and her brother, Sam, are on their way to Oaxaca to do some exploring. Mitch is not happy in Mexico City; we see in a flash-back why she is with her brother. Here, Mitch confides with Sam the truth about why she is divorced and how her two children were killed in a car wreck. Mitch hates the city and just wants to go back to the Hotel Majestic, near the Zocalo, and sleep until they fly down to Oaxaca the next day. Sam leaves her at the hotel and decides to go visit some bars and drink a little before going to bed. The next morning he has not come back to the hotel. She begins a frantic search. (Very similar to the Harrison Ford movie, "Frantic.") Nobody will help her except Pedro, a taxi driver, who offers to help her look for $100 a day. They finally find the bar where Sam had gone; eventually they even meet his killer, a drug lord, who still has his orange baseball cap and camera. When the US embassy finds out about his camera with film in it, they suddenly take a personal interest in Mitch and now try to be nice to her. The reason is that the president's doctor was murdered behind the same bar where Sam met his murderers, and on the same night. They suspect that he may have photographed the murder scene. He had done just that, and the photographs were strong evidence of the truth. But now Mitch's life is in danger too, because the evil doers want her dead and the pictures. Pedro volunteers to drive her to the Texas border so she will be safe. At 10 kilometers from the border and Mexico City police car stops them. In the ugly exchange that follows Mitch shoots the officer. As she walks across the border she is arrested for that murder. She is forgiven when the photos are finally given to the Mexican president. In an epilogue scene at the end of the movie, we see that she had taken Pedro's advice to start another family; she became a mother to Sam's orphan son; she had found happiness again.

En 1992, dans une grande ville américaine, l'infirmière Sonya Kirk trouve par hasard, sur le cadavre d'Helena, une femme SDF décédée dans la rue, un courrier qui avait été adressé à cette femme une trentaine d'années plus tôt. L'auteur du courrier était un noble européen avec lequel Helena, à l'époque danseuse, avait eu une relation et était tombée enceinte. Mais le noble européen avait décidé de la quitter et expliquait dans son courrier d'adieu qu'il avait femme et enfants en Europe et qu'il ne pouvait pas les abandonner. Mais il avait décidé de déposer 200.000 dollars sur un compte bancaire pour aider Helena, qui venait d'accoucher de deux jumeaux. Toutefois, Helena ne s'était jamais présentée chez l'avocat Jérôme Sanders pour réclamer les 200.000 dollars et il avait donné ses enfants en adoption. Munie de cette lettre, c'est donc l'infirmière Sonya qui rend visite au cabinet Sanders, dans l'espoir de retrouver les deux jumeaux et leur permettre de toucher leur héritage. Sonya veut en profiter pour écrire un livre, car son rêve à elle c'est de quitter son travail ingrat d'infirmière pour devenir écrivaine. Après avoir réussi à convaincre l'avocat Sanders, Sonya commence son enquête pour retrouver les jumeaux Henry et Freddy. Désormais devenus adultes, les deux jumeaux ont des vies très différentes. Henry a été adopté par un couple sans enfants et il travaille à présent dans l'atelier de mécanique de son père. Timide et gentil, il est amoureux de Beverly, la soeur de son meilleur ami. Beverly l'aime aussi, mais Henry a toutefois du mal a surmonter ses problèmes psychologiques, et ce malgré l'aide et la bienveillance de ses proches. Il pense toutefois que le fait de partir et aller vivre ailleurs avec Beverly pourrait être la solution.
