Kicha (Arjun) est une personne respectée dans sa communauté locale. Mais Kicha (Arjun), est un célèbre voleur. Il est accompagné de son ami Mani (Goundamani) . Il a volé des millions de roupies et de nombreuses victimes. Madhoo (Madhubala), une fille simple brahmin est amoureux de Kicha. Plus tard Charan Raj est marié à la cousine de Madhoo (Madhubala), ce qui conduit à travailler en étroite collaboration dans l'identification de Kichaa (Arjun). Mais kichaa (Arjun) échappe toujours avec l'aide de son ami Mani (Goundamani). Kichaa (Arjun) fait un dernier vol comme prévu et après avoir fait Charan Raj l’arrête. The film starts begins with a politician's murder by a henchman of the local don Boopathy (Charan Raj). The police commissioner Ganesh (Sarath Babu) appoints the Scotland Yard trainee Vijay (R. Sarathkumar) to arrest Boopathy. Vijay finally infiltrates Boopathy's gang under the name Ranjith Kumar as an ex-jailbird. Vijay later arranges kidnap of Boopathy's sister Usha and he rescues her (Kushboo). Vijay slowly becomes Boopathy's right hand. In the meantime, Vijay and Usha fall in love with each other. Thereafter, Ganesh gets killed and Vijay gets stuck in Boopathy's gang. In addition to this, Boopathy begins to suspect Vijay. What transpires next forms the rest of the story.

Karunamurthy (Kitty), an honest Home Minister, is forced, to help the terrorists to kill the current Governor, to save his daughter Priya (Lisa Ray). Nethaji (Sarath Kumar), an honest journalist, runs a newspaper called 'India'. He falls in love with Priya. Baba (Babu Antony) is a terrorist who smuggling arms with his right-hand Dharma (Vimalraj). Nethaji saves the scientist Shivashankari (Manimala) from the terrorists and Charan (Charan Raj), a police officer, congrats him and arrests Baba. Dharma hurts Nethaji's sister and Ammu, he later kidnaps Ammu. Dharma threatens Nethaji to kill Ammu and Nethaji is forced to kidnap Shivashankari. Nethaji kidnaps her and saves his niece, later Charan arrests Nethaji. The rest of story is how he will be able to prove himself innocent and will punish the terrorists.

Chandrasekhar (Mammootty) is an honest collector who arrests Vikram (Anandaraj), an international terrorist, in Delhi. He's transferred to Madras to eradicate the corruption. Chandrasekhar has two sisters, Priya (Jeeva) and Supriya (Roja). Priya is in love with Marudapandi (Charan Raj), a hopeless police officer and Chandrasekhar's friend. Meanwhile, Chandrasekhar is in love with Anita Sharma, a Punjabi girl, who he met in Delhi. Venkatraman, a corrupt politician, is suspected by Chandrasekhar for corruption. Chandrasekhar takes actions against his brothers-in-law, Vishnu (Madhan Bob) and Ramkumar (Udaya Prakash) and sent them to jail. Chandrasekhar gets a job promotion because his superiors hate his honest work, but he resigned and shew to the journalists the corruption proofs of all corrupted politicians. The people becomes angry and beats all corrupted politicians, Venkatraman's politic party doesn't even win a seat at the parliament. Chandrasekhar gets married with his lover in Punjab. Venkatraman's wife Vasanthi (Pallavi) was sent to jail for corruption. Venkatraman loses all his money and decides to take vengeance. Vikram, released from jail, wants also to revenge Chandrasekhar and becomes friend with Venkatraman. When Vikram decides to kill Chandrasekhar, he sees his sister Anita Sharma and promised her to protect his husband. Venkatraman's henchmen kidnaps Priya, when she escaped, she fell from the building and died. They also put a bomb in Supriya's handbag which exploded by killing Supriya and Marudapandi. Venkatraman kills Vikram but Chandrasekhar is suspected for Vikram's murder. Chandrasekhar escapes from the police and kills all corrupted politicians. Finally, Chandrasekhar gets applause for his actions but the court sends him to jail.
