Two childhood friends grow up to be on the opposite sides of law, one an Additional Police Commissioner, Mahendra Ashwini Kumar, and the other a crime lord, Raj Pratap Singhal. An associate of Singhal kills the son of Mahendra, and his other son, Rajesh, also a police officer, swears to avenge the death. Mahendra's deceased son leaves behind a widow, Kaushalya and a daughter, Meghna. On a chance meeting, Meghna meets with Vicky Malhotra, and eventually both in love with each other. The Kumars are introduced to Vicky, and they approve of him. Mahendra is then promoted as the Commissioner of Police, and is subsequently killed by another associate of Singhal. With the police closing in on Singhal, he decides to re-locate to Dubai, U.A.E. with his wife, son, daughter-in-law Anu, and he arranges the abduction of Meghna to ensure his safety from Rajesh's wrath. It is then that Meghna comes to know that Vicky is really the other son of Singhal, and who now has started showing his true colors.

After having witnessed his dad being killed by ratan singh, the local police, and being orphaned and homeless, Shakti Velu develops a hatred and distrust of the police in India. He is befriended by another homeless boy named Shanker, who asks him to accompany him to Bombay's slums, where they live with a kind-hearted Muslim named Karim Baba, and his daughter, Shama. This is where Shakti and Shankar spend their childhood. When they mature, they take to petty crime. Here too, Shakti witnesses police brutality and atrocities, especially at the hands of sadistic, alcoholic, and womanizing Police Inspector Ratan Singh. When Karim Baba is arrested, jailed, and found hanging by his neck in police custody, Shakti hunts down Ratan Singh, and kills him in broad daylight in front of the several hundred people. An investigation is launched, but no one comes forward as a witness. Thus Shakti gets his reputation as a Don with a good heart i.e., Dayavan. Shakti marries local prostitute, Neelu, and has two children, Suraj and Sarita. He becomes even more powerful and influential all over Bombay, and his working partners are powerful criminal dons who have ruled over Bombay for eons. Shakti eventually replaces these dons, and becomes Bombay's only Don. This creates enemies for him and his family, but he believes since he has not really done any harm to anyone, he and his family will be safe. It is this belief that will take a heavy toll on his life and that of his family, when the truth dawns that he, himself, is responsible for being kind to a man, who will ultimately bring forward ruin to the Velu family.

Rajesh (Feroz Khan) was a motorcycle stuntman in a circus and is now a thief, expert in breaking open treasuries. In one such robbery, he is being watched by a jolly but shrewd police inspector Amjad Khan (Amjad Khan). Sheela (Zeenat Aman) is a gorgeous disco club dancer and singer. Rajesh and Sheela are in love. Rajesh has not disclosed to Sheela that he is a thief. An evil brother-sister duo- Vikram (Shakti Kapoor) and Jwaala (Aruna Irani) seek revenge against crime boss Rakka (Amrish Puri) who cheated Jwaala and siphoned her money. They hire Rajesh to break open Rakka's treasury and steal back the money. Vikram pays Rajesh a token amount to do the job. But suddenly Inspector Amjad Khan arrests Rajesh and the court sentences Rajesh to two years imprisonment. Sheela is devastated after she realizes Rajesh was a thief.

While in Germany, gorgeous looking Rita, who belongs to a gang of thieves, cons a jeweler into parting with a very expensive necklace, and is on the run from the police. She hitches a ride from ace Grand Prix racer, Ram Khanna, and plants the necklace on his person. He later graciously returns the necklace to her, and she in turns it in to her gang-leader. When the gang-leader has the necklace appraised it turns out to be a fake, and Rita is now on the run from her own gang. She again takes shelter with Ram, tells him the truth and that her real name is Meena. Ram wins the Grand Prix, and both return to India. Upon their entry at the airport, they are searched, and Ram is found to be in possession of diamonds hidden in medicinal capsules. He is immediately arrested, tried in Court, and sentenced to several years in prison. Years later he is released, and finds Meena awaiting. Both get married and decide to settle down and live life honestly. But trouble comes knocking on their door again - this time it's Ram's brother, Harnam, who wants Ram to join him in smuggling. Ram, initially refuses, but when Meena is abducted, he relents and joins his brother in a career of crime - a change that will have disastrous results for Meena and himself.

Lucky Kapoor (Fardeen Khan) lives in Australia and has no interest in taking over his father Virendra Kapoor's (Harsh Chhaya) business in India. Meanwhile Saba Karim Khan (Feroz Khan) has a great interest in the property, but Mr. Kapoor has no interest in selling him the business. Khan thus has Mr. Kapoor killed, making it look like an accident. Jessica Periera (Celina Jaitley), a childhood sweetheart of Lucky, has proof that Mr. Kapoor's death was not an accident—but she keeps it to herself. Ajay (Sohail Khan) is head of his college gang named Aryans. A girl named Ayesha (Sameera Reddy) to which Ajay is introduced and become friends. Gradually, Ajay and Ayesha falls in love with each other. This enrages Ayesha's father (Kabir Bedi) because of his status. Ajay challenges to get Ayesha back to him in nick time. Mr.Verma's friend and business partner Chopra (Dalip Tahil) too gets enraged and decides to finish off Ajay, but Chopra has an ulterior motive, Chopra's son (Raja Bherwani) to get married by Ayesha only to get Verma family's wealth. So Chopra appoints a notorious criminal Bhaijaan (Sanjay Dutt) to finish off Ajay. But Bhaijaan refuses as he do not do any wrong deeds in month of Ramadan. So Bhaijaan appoints his two head henchmen Munna (Rajpal Yadav) & Chhote (Sarfaraz Khan). Ajay at first empowers them during a fight but no sooner the formers appoint a gang to beat up Ajay brutally and left him dead on streets. Soon Ajay recovers from his injuries and enters Verma's mansion. An enraged Ajay challenges Verma to get back Ayesha at any cost. Verma too keeps a condition, if within 24 hours he didn't get back to Ayesha, he will have to get out of her life forever. Ajay accepts this deal. Chopra again plans a conspiracy and arrests Ajay without any crime. The police inspector (Aashif Sheikh) first beats Ajay and the inspector gets equally beaten up brutally and Ajay runs from the jail. Now Chopra calls Chhote to kill Ajay and promises to give him loads of money but Chhote replies that Ramadan is ended and Bhaijaan will finish Ajay. This conversation gets taped by Ayesha's little sister. Ajay gets surrounded by henchmen and knocks each one but interrupted by Bhaijaan. Just before Bhaijaan is about to kill Ajay, the former says he is a lover and will die once. This made Bhaijaan save Ajay. The reason was Bhaijaan had a brother Irfan who committed suicide because Bhaijaan didn't care for his feelings. During Eid ul Fitr Bhaijaan thanks Allah for giving a boy like Ajay in turn of his deceased brother and decides to help him. The very day, Ajay arrives to the Verma's mansion within 24 hours and decides to stop the wedding of Raman and Ayesha. Bhaijaan, who has a change of heart and helps him but soon interrupted by Chhote. Chhote disobeys Bhaijaan and soon a fight ensues. Bhaijaan requests Ajay to go but he is beaten up badly. Ajay, interrupts wedding and points gun on Verma. Soon Ajay and Ayesha gets married. Just about Verma is about to kill Ajay, Mini plays the tape of the deal to her father and soon Chopra and Raman are kicked off. Bhaijaan kills all the henchmen and finally slits Munna and Chhote with a sword. The film ends on a happy note with Ayesha and Ajay are united and Bhaijaan reconciles with Ajay.
