Chinnarayudu (Venkatesh) the arbitrator and most respected person in a village and sees through that all the people lives happily. Whenever injustice comes to the fore, he appears to resolve it in an authentic manner, he lives with his mother Durgamma (Nirmalamma). Chinnarayudu's brother-in-law Pasupathi (Mohan Raj) is always opponent and anti to him. Story opens with Chiru showingup on multiple TV screens as an announcer. After a clash, he is fired from work, and he joins ANR's garage as a mechanic. Here, he tries every possible trick up his sleeve to tease his boss's daughter(Vijayasanthi) and she too tries the same. After few comic scenes also involving brahmanandam, both fall in love . ANR realizing that chiru is his enemy's son, rejects their love. Chiru manages to persuade ANR to take revenge on his father(Satyanarayana) by acting as his son and entering into satyanarayana's house. Both Chiru and Vijayasanthi confuse everyone there about their relationship, as both enter the house as siblings, but behave as lovers. After few songs and a fight in the climax, everyone unites and thus ends the movie.

Inspector Ramaraju (Nandamuri Balakrishna) is a sincere police officer or who people call a Rowdy Inspector which is his titular role. Auto Rani (Vijayashanti) is an auto driver who falls in love with Ramaraju and helps him out with his missions. He arrests every goon that he sees. Bobarlanka Ramabrahmam (Mohan Raj) is an underworld don who rules areas filled with rowdies. Home Minister Karanam Kaasiah (Kota Srinivasa Rao) and the S.P. (Captain Raju) are his supporters. Nanda Gopal a.k.a. Nandu (Mahesh Babu) is a professional assassin, and Malli (Sonu Sood) is his partner. State level opposition party leader Shiva Reddy (Sayaji Shinde) wants someone to attempt an assassination on him so that he can gain sympathy votes in the upcoming elections and become the new Chief Minister after promoting his party in such conditions. His colleague Baji Reddy (Kota Srinivasa Rao) with the help of Farooq (Posani Krishna Murali) hooks him up with Nandu for a deal for ₹1.5 crores. After receiving the payment, Nandu and Malli plan the fake assassination attempt at the promotion campaign held nearby and they choose a nearby building to hide and a car to escape. However, before Nandu can shoot Shiva Reddy, someone else fatally shoots him. Within minutes, police surround the building. Just before the exit of the building, a big car accident occurs on the street with Nandu's car. Nandu assumes that Malli got trapped and died in the accident. So Nandu goes to the top of the skyscraper. With the police behind him and in front of him, he is helpless. Suddenly a train comes and Nandu uses a rope to jump from the skyscraper to the train. On the train, Nandu meets Pardhasaradhi a.k.a. Pardhu (Rajiv Kanakala) and travels with him.

The film begins with a baby taking his first steps on a beach supported by his father. The narrator (Murali Mohan) states that, it is right for a father to support his child in his infancy, but questions whether the father should continue to hold the child's hand even after he is 24 years old. During the political realm of N. T.
